各业务部门收到工程立项批复后，对项目进行调研评估，拟采用招标投标程序的，经办人填写《新区城市管理局工程招标文件审核表》，将立项批复、书面的项目调研评估意见一并交实施部门负责人进行初审。
部门负责人对上述文件进行初审，同意则转法务人员，否决则退回。
法务人员根据法律要求对上述文件初审并签署意见，同意则继续流转，交分管领导复审；法务人员对招标材料予以否决的，则由经办人退回修改。

分管领导对上述文件进行复审，同意则转局领导审核，否决则退回修改，重新流转。
局领导对上述文件进行审核，同意则由经办人实施项目招标投标项目，否决则退回修改，重新流转。
招标投标程序结束，确定中标人后，各业务部门经办人拟定合同文本。
各业务部门负责其业务范围内的项目招标投标，法务、分管领导、局领导对其招投投标予以监督。
四、合同的流转
合同拟定后，经办人填写《合同签订审核文稿》，将合同稿一并交由业务部门负责人审核。
部门负责人对合同稿进行初审，同意则转法务人员，否决则退回。
法务人员根据法律要求对合同稿初审并签署意见，同意则继续流转，交分管领导复审；法务人员对合同稿予以否决的，则由经办人退回修改。
分管领导对合同稿进行复审，同意则转局领导审核，否决则退回修改，重新流转。
局领导对合同稿进行审核，同意则由经办人报审计部门会审，否决则退回修改，重新流转。
