　　（四）分步实施，定期考核。
　　建立《规划纲要》定期考核机制，各区（新区）、各有关部门每年向市规划纲要办报送年度自评报告，市规划纲要办向市政府报送年度评估报告、中期评估报告和五年总结报告，提出各区（新区）、各有关单位贯彻“十二五”规划纲要工作的综合排名，作为单位负责人行政问责和政绩考核的重要依据。
　　三、实施内容
　　按照经济调节、市场监管、社会管理和公共服务的政府职能，明确《规划纲要》实施和考核的主要内容，具体包括三个方面。
　　（一） 主要目标任务。
　　《规划纲要》确定了“经济保持平稳较快发展”、“经济结构更趋优化”、“自主创新优势更加突出”、“社会建设全面加快”和“资源节约环境保护成效显著”五个方面的具体目标，提出了“自主创新、结构调整、信息化建设、改善民生、社会建设、特区一体化发展、开放合作、低碳绿色发展、体制机制改革”等九大领域的重大任务。这些目标和任务是“十二五”期间政府的具体工作和抓手，要明确其责任单位，并认真组织落实。

　　《规划纲要》指标体系包括调控指标和专项指标。调控指标共32项，其中预期性指标16项，约束性指标16项。约束性指标是政府对全体市民的承诺，要明确实施进度和考核责任，并逐项落实到各区（新区）和各责任部门，全力保证指标完成。预期性指标主要依靠市场的基础性作用来实现，政府部门进行监测和分析。专项指标共53项，是《规划纲要》各重点行业领域的工作目标，由相关部门牵头负责落实，确保完成。
