二、制定措施，贯彻落实国家和省关于扶持民办教育发展的政策
5、各级教育、劳动和社会保障部门要按照国家规定的职责，明确对民办学校和民办培训机构的管理机关，配备专职管理人员，建立规章制度，加强对民办教育的服务、管理和监督，确保民办教育的发展有人服务、民办教育的标准有人管理。其它各级各有关部门要按规定在民办学校的选址、规划、征地、设计、银行贷款、招聘教师、招收学生等方面给予正确引导和积极的支持。
6、建立对民办教育评估、奖励制度，对在发展民办教育事业中做出突出奉献的组织和个人，给予表彰和奖励。教育行政部门要将民办学校纳入对教育工作考核、评估的范围，同布置、同检查；要分类指导，积极帮助民办学校不断提高办学管理水平和办学效益。
7、地区设立民办教育发展专项资金500万元，各县〔市〕政府也应设立专项资金。主要用于为具有一定规模的民办学校基本建设贷款贴息，以及对民办学校进行表彰和奖励等。
8、各商业银行应按省政府关于民办学校贷款的优惠政策，本着积极扶持的原则，简化贷款手续，为民办学校提供贷款支持。
9、各级政府应鼓励国有资产经营公司、国有投资公司、企业社会财团对民办学校进行贷款担保。可以将闲置的国有资产〔厂房、场地、设备、设施等〕，以低价租赁、无偿或有偿转让等方式，提供应民办学校使用，帮助其解决办学场地、校舍等方面的问题。鼓励国有企业举办的学校转制为具有独立法人资格的民办学校或者与其他学校联合办学。
