2．0．7保障安全、结构合理
农村民居设计整修必须考虑建筑环境安全，符合国家有关抗震、防火、防洪等设计标准。
2．0．8节约能源、保护环境
农村民居建新修旧中，应充分利用太阳能、地热能、风能等新能源。应根据当地实际，推广沼气综合利用及秸轩气化技术，采用节能门窗、外墙保温、非粘土砌块等新技术、新工艺、新材料。
3村庄规划
3．1村庄规划布局
3．1．1村庄选址必须符合坦开阔地带选址，避开抗震不利地段、滑坡、泥石流等地质灾害区域、河滩、陡坡口等易受自然灾害影响的地段。必须远离污染源和易燃易爆仓储或生产设施。
3．1．2村庄规划必须与上一层次的镇〔乡〕域规划、镇〔乡〕土地利用总体规划及其他相关规划协调，在较高层次上确定村庄发展方向、布局、性质、规模等。
3．1．3村庄总体布局应有利生产、方便生活、节约用地，规划结构合理。要尊重村庄地方特色，综合考虑居住宅区建筑、公共设施、基础和服务设施，为村民创造和谐优美的生活环境。
3．1．4村庄街道应满足交通、休憩、景观等功能需要，与民居院落联系便捷。街道宽度应考虑农机具通行和村民活动、绿化的需要。
