符合招标条件但不宜招标或不宜公开招标的项目，须经《中华人民共和国招标投标法》、《广东省实施〈中华人民共和国招标投标法〉办法》规定的审批部门批准或核准。
第五条 在本行政区域的工程建设项目的招标投标活动，必须进入建设工程交易中心进行，且接受主管部门的监督管理。
第六条 工程建设项目施工招标应具备下列条件：
