，特别是以下方面实施项目建设时，必须进行社会稳定风险评估，做到“应评尽评”。
〔一〕“三农”问题。农村土地、林地经营转让；项目建设和乡村规划建设中的农民土地征用、补偿和人员安置，村社基础设施建设筹资筹劳，进城务工人员的劳动就业和社会保障，合作医疗、计划生育、农业生产用水等涉及农民利益的政策性收费等；
〔二〕城市发展和管理。行政区划调整、旧城改造、廉租房规划建设和城市基础设施建设中的土地征用、拆迁补偿、居民安置，针对居民的公用事业价格和收费标准的调整等；
〔三〕资源开发、重点项目建设。水电、矿产、旅游等资源开发和住房、能源、交通、水利、公共服务设施等重点项目建设中，涉及群众切身利益的工程选址、实物调查、土地征用、拆迁补偿等；
〔四〕社会保障和社会事业。养老、医疗、失业、工伤、生育保险和最低工资标准、最低生活保障等政策的重大调整，促进就业政策的重大调整，教育收费标准的重大调整，以及实施重大疫情的预警、防控措施等；
〔五〕机构改革。机关和事业单位改革程序及改革中的人员分流安置、资产处置、社保关系、职工待遇调整等；
〔六〕环境保护。环境保护收费标准的制定和调整，可能造成环境现状改变或较大污染物排放的项目建设等；
