这两个词都可表“是否”，在宾语从句中作一般疑问句的引导词。

区别：
如下情况下不用if：discuss 介词后，宾从有or not和不定式，避免歧义要慎重。
1)We arediscussingwhetherwe'llholdasportsmeeting.
(discuss之后)我们正讨论是否要开一个运动会。
2)I'mworriedaboutwhethershecancomehereontime.
(介词about之后)我但心她是否能准时到达。
3)Idon'tknowwhethertohaveapartyornot.
(有不定式和or not)我不知道是否要举办一个派对。

if还可以表示“如果”，接连条件状语句。此时要注意时态，一般情况上常为：主将从现。即：主句一般将来时，从句用一般现在时来表将来时。
