（一）进行计划生育宣传教育，督促育龄人口落实节育措施；
（二）出具《情况证明》，并与其建立定期联系制度；
（三）为符合生育规定的已婚妇女审批生育指标，统计出生人数；
（四）协助现居住地的乡（镇）人民政府、街道办事处处罚违反计划生育法规的人员。
第八条 流动人口外出前，必须到常住户口所在地乡（镇）人民政府、街道办事处申请办理《情况证明》。
非流动人口外出需要办理《情况证明》的，可按前款规定申请办理。
流动人口常住户口所在地的乡（镇）人民政府、街道办事处应严格审核流动人口的计划生育情况，对符合条件的应及时发证；对未落实可靠避孕节育措施及计划外生育未交清罚款和计划外生育费的，不予发证。
第九条 《情况证明》有效期为六个月，过期必须办理延期手续或重新办理新证。

流动人口六个月内返回常住户口所在地确有困难的，可向其常住户口所在地的乡（镇）人民政府、街道办事处提供现居住地县级以上计划生育行政管理部门出具的未怀孕、落实了有效节育措施的计划生育情况证明，但十二个月内必须返回常住户口所在地验证或办理新证。
对本省赴外省流动人口比较集中的地区，省计划生育委员会可派驻计划生育管理人员，提供办理《情况证明》延期手续或办理新证的服务。
流动人口取得《情况证明》必须交纳工本费。工本费的收取标准由省物价局、省财政厅、省计划生育委员会和省农业厅另行制定。
《情况证明》的内容、格式由省计划生育委员会确定并统一印制。
