3、努力寻找适合本村实际的经济增长点，紧紧围绕经济开展的目标，全面深化农村改革，加快特色农业产业，不断提高农民收入。一、二、三产业协调开展，农民人均收入比上年增长15％以上，全村群众卫生文明素质明显提高，村容村貌有显著改善。
三、具体实施
〔一〕党建工作
。加强对党员的学台，抓好党员的培训，建立外出流动党员管理制度，完善党员民主评议制度，加强对入党积极分子的教育培养，标准党员开展程序，保证党员开展质量。
。严格党内组织生活，村级班子切实转变工作作风，密切联系群众，树立廉洁自律的良好形象，切实增加党支部的战斗力和凝聚力。
。建立健全村级各项管理制度，并坚持在落实上下功夫。同时，管好村部一切设施，切实加强党内民主建设，坚决贯彻执行党内四项民主制度，搞好党务、村务公开。
