1、建立“农村青少年文明一条街〞责任制，有专人负责创立工作，有以村团员青年和少先队员为主体的青年志愿者效劳队、青少年植绿护绿队专门管理队伍。在创立街道显要位置悬挂全区统一的农村“青少年文明一条街〞的标识，并设立宣传栏、板报等有形阵地；
2、定期对创立街道进行道路修整、清扫卫生、去除积雪、植绿护绿等活动，把街道〔道路〕的硬化与绿化、美化、净化结合起来，做到路平坦、无杂物、树成林、草归垛、粪归堆、垃圾隔离堆放定期清运，整条街道整洁美观；
3、定期在创立街道组织开展以传播科技、节能环保、弘扬文明新风为主题的各类青少年科技文化效劳活动，丰富农村青少年的业余科技文化生活，不断提高农村青少年的科技文化素质，引导农村青少年学科技、用科技、依靠科技致富奔小康。
