一是“走出去〞。1、委托培训。积极争取时机参加中纪委和省纪委组织的各类**干部培训班，通过**业务和技能的学和业务工作能力。2、外出考察。要列出方案，采取“多批次、小分队〞的形式，有针对性的组织到先进地县考察学习，提高认识，开拓视野，更新观念。每个批次学习考察都要形成有情况、有分析、有建议的考察报告，并编印成册，学习成果共享。 
二是“请进来〞。1、举办“清风讲堂〞系列活动。根据需要，有方案地安排专题报告和辅导活动，邀请省市纪委领导和党校的专家学者，围绕如何履职尽责、提升办案能力、统筹推进工作、处理复杂问题等内容进行授课，强化**干部的法律、经济、科技、管理等知识的学习。2、举办镇街纪检干部专题培训班。针对镇街纪〔工〕委换届后新从事纪检工作干部较多的实际，县纪委集中组织一期新任职纪检干部培训班，提高新任职纪检干部的业务水平，尽快适应工作需要。为全县**干部做报告，使**干部适时掌握前沿理论和业务知识。定期邀请上级**机关领导、业务骨干进行业务知识培训，全面提高综合、履职执纪能力。

〔二〕“学〞 
开展“讲学习、重运用〞行动，提升自我完善的学习能力。以根本理论、根本技能、专业知识为主要内容，在全体**干部中开展学习教育活动，不断夯实理论功底，完善知识结构，拓宽知识领域，提高综合素质。 
一是学“理论〞。1、开展“读书、感悟、思考〞主题活动。倡导**干部每年读两本以上好书，读深读透，增长知识，提升境界。该活动坚持全员参与、干部带头的原那么，书籍形式不限，建立读书笔记，力求开拓视野、陶冶情操、提升素质，形成好读书、读好书、善读书的习惯。党员领导干部要带头推荐书目，干部间要互荐好书、交流读书心得。每月写一篇以上文章或者调研报告。
