　　三、 勤政善政，在优化环境中打造新高地
　　开展环境是一个城市综合竞争力的核心，是一个地方经济社会开展的“命门之穴〞。必须把优化环境放在突出位置，作为一项永不竣工的工程，坚持不懈地抓紧抓好、抓出成效。
