　　第八条　新建、扩建企业招聘员工，机关、团体单位补充工勤、技术和老干部服务人员，行使行政职能、财政补贴、机关直属和民办事业单位新增人员时，特别是所需的保安、司机、押运员等适合退役士兵就业的岗位，要优先在城镇退役士兵中选拔录用。
　　第九条　各行业主管部门特别是中央和国家机关驻冀直属机构、企事业单位，要积极支持地方人民政府的工作，积极支持下属单位接收城镇退役士兵，下属单位因安置退役士兵需要增加编制、职工人数和工资总额的，其上级主管部门应给予解决。
　　第十条　按比例拟定安置计划后，各级政府安置部门商劳动和社会保障、人事、编制等有关部门同意报经同级人民政府审批下达。
