各乡镇卫生院〔分院〕和社区卫生效劳中心要结合实际制定本辖区内卫生监督协管效劳?实施方案?、?工作标准?，成立?技术指导组?，建立?卫生监督协管工作信息报告标准?，为卫生监督机构和基层医疗卫生机构开展卫生监督协管工作提供制度政策保障，创造良好的工作条件。
市卫生监督所安定分所要做好卫生监督协管效劳的管理、指导、培训、考核评估工作。在乡镇、社区设置派出机构或派出人员，加强基层医疗卫生机构的协管效劳工作。
各乡镇卫生院〔分院〕和社区卫生效劳中心要建立健全卫生监督协管效劳有关工作制度，配备专〔兼〕职人员负责卫生监督协管工作，落实卫生监督协管效劳的各项制度，明确责任分工，负责按照国家法律法规及相应的工作标准开展卫生监督协管效劳，及时做好信息收集、信息报告等工作。
〔二〕建立卫生监督协管效劳机制。卫生监督协管机制由市卫生局卫生监督所、市卫生监督所安定分所、社区卫生效劳中心和乡镇卫生院协管站、社区卫生效劳站和村卫生室四级组成。市卫生局卫生监督所负责管理、指导、培训、考核评估全市卫生监督协管效劳工作。市卫生监督所安定分所负责管理、指导、培训、考核评估全区卫生监督协管效劳工作。乡镇卫生院〔分院〕和社区卫生效劳中心负责指导、培训、考核评估本辖区内
