第四，完善议事制度，提高人大及其常委会会议的效率和水平。要根据近些年的经验，借鉴国外有益的做法，完善会议审议议案、表决议案制度，保障会议通过的法律和作出的决定的民主性、科学性；要标准公民旁听会议的工作，进一步提高人大会议的开放程度，为实现公民的知政权提供条件。
第五，进一步改善人大代表和常委会组成人员的年龄结构、知识结构，增加熟悉法律、经济等方面知识的专业人员，在逐步实现常委会组成人员比较年轻化的同时，逐步实现常委会委员的专职化，使常委会委员把主要精力放在人大工作上。
