1、提高教师的教学能力，帮助教师自觉地、有目的地控制和改善自己的教学行为，优化课堂教学，提高数学教学效益和质量，转变学生的学习方式，全面提高小学数学课堂教学的有效性。
 2、探索小学数学课堂教学过程中习题设计有效性的教学策略，为学生创设良好的数学课堂教学环境，创设主动参与的时间和空间，培养学生自主探索、自主学习的能力，培养学生肯钻研、善思考、勤探索的科学态度，让学生在不断探索与创造的气氛中，得到创新精神和实践能力的培养。
3、进一步优化教学策略、教学方法，发挥辐射作用、示范作用，带动其他教师运用研究成果，开展教学活动，进而推动我校教改的深入开展，全面推进素质教育。
三、课题的界定
［练习］：是学生掌握知识、稳固知识、形成技能、开展思维、提高解决问题能力的主要途径，它是小学数学教学中重要的组成局部。
［有效］：是指在教师设计的练习活动中，学生能获得一定的进步和开展，做到在单位时间内获得最大教学效益，教学活动是高效的有效的。
［小学数学课堂练习设计的有效性］：就是在一定的教学思想和理论的指导下，从学生的开展出发，依据科学的教学策略，让学生在练习活动中都能充分展示自己的聪明才智，培养数学能力，增强学习数学的信心，使有限的练习活动时间发挥最大效能，提高教和学的实际效益。
