资金分配方案经科室负责人研究审核。
根据自治区党委第二十四次常委(扩大)会议精神，根据地区下达的补助资金，研究提出本市“四老〞人员补助资金分配方案，确定资金分配因素〔因素包括“四老〞人数、保障标准(人均每月不低于220元〕及发放标准、县财力情况〕。
征求组织部门基层办意见。
两部门科室达成一致意见后，将资金分配方案分别报两部门领导审定。
资金分配方案经两部门领导同意后，下达专项资金。
财政局将自治区补助资金和地方安排的资金统筹使用，用于“四老〞人员生活补贴的发放。
财政局组织部将资金使用情况上报地委组织部门、地区财政局。
财政局会同组织部门开展绩效考评，对专项资金使用情况进行考评。
