市工信局首问责任制度
第一条 首问责任制适用于局机关各科室及其全体工作人员。局属单位参照本制度执行。
第二条 首问责任制是指各单位、社会各界人士或其他人员(以下统称效劳对象)来人、来电到我局办事、咨询或者申办事项时,第一位接受询问或受理的本局工作人员即为首问责任人,无论效劳对象询问或需办理的事项是否属于其岗位职责范围,必须热情接待,承当当场及时办理或引导办理责任的工作制度。
第三条 首问责任人的根本职责
1、首问责任人在接待效劳对象时,要主动亮明自己身份,做到主动热情、耐心细致,认真准确地解答其提出的问题。使用文明用语,禁用文明忌语。切实为效劳对象着想,不得冷漠待人,敷衍搪塞,简单生硬地回绝效劳对象,不得以任何理由拖而不办或推诿责任。
2、属于首问责任人职责范围的事项,要按有关规定及时接洽,能立即办理或明确答复的要立即按规定程序给予办理或答复,不能马上办理或不能办理的,应耐心说明解释,“一次性告知〞办理事项需要补充或携带的材料及如何办理等。
3、不属于首问责任人职责范围的事项,首问责任人要根据效劳对象申办事项内容,负责明确地告知或指引效劳对象至该事项的承办人员或承办科室。如果知道承办人员或承办科室人员有事外出的,应当记录来访人姓名、来访事项、联系方式等进行转达,并告知相关科室的联系电话。
需要本局局属单位办理的事项。首问责任人应向效劳对象提供其详细地址和联系电话,请效劳对象直接与其联系。
4、遇到责任不明确或首问责任人不清楚承办科室的事项,首问责任人要及时向局
