第四条　市城管执法部门负责组织户外广告设置的审批和日常管理。
市财政部门负责将户外广告资源有偿使用费列入非税收入，实行收支两条线管理，并委托市城管执法部门具体实施。
市城乡规划、公安、交通运输、公路、工商等部门按照各自职责参与联合审批，做好户外广告管理工作。
第五条　设置户外广告,应当遵循统一规划、分区控制、合理布局、平安标准、文明美观的原那么。
第二章　规划与标准
第六条　市城乡规划部门应当根据城市总体规划，会同市城乡建设、城管执法、工商等部门编制户外广告设置总体规划，报市政府批准后公布实施。
第七条　市城乡规划部门应当根据户外广告设置总体规划，组织编制城市主干道、重点区域〔节点〕户外广告设置控制规划和详细规划，并向社会公布实施。
第八条　编制户外广告设置规划应当符合城市总体规划，坚持重点控制和分区管理相结合，有利于保护城市风貌，与区域环境和城市建设开展相协调。
