日本的学前教育机构主要有两大类:一类是根据文部省公布的?学前教育法?设立的幼儿园机构系统，收托3至5岁的儿童;另一类是根据厚生省公布的?儿童福利法?设立的保育所机构系统，主要收托。至5岁儿童，从法律意义上讲，前者的主要任务是教育，后者的主要任务是保育。随着社会政治、经济的开展，两者的教育内容都发生了很大变化，有相互融合的趋势。

根据?学校教育法?和?儿童福利法?规定，日本的学前教育机构分为国立、公立和私立育机构的经费由国家负担，公立的由地方政府支持，私立的那么由设置团体或个人负责。日本的学前教育机构不属于义务教育范畴，幼儿的父母要负担学费。学费的多少要视机构的性质而定。国公立园所相对费用较低，私立的相对较高，有时相差数倍。政府对私立学前教育机构经常进行补贴，对低收人户也进行一定数额的人园所费用补贴。从日本学前教育经费总体来看，有两个特征:一是经费投人逐步增长，无论从绝对数字看还是从增长的百分比看，或是从在教育经费中所占的比例看都有较大增长;另一特征是国家、地方和家长三方都有投人，其中地方政府拨款比例较大。以1993年为例，%，%，%。
