     第五条  省政府人事部门会同有关业务主管部门根据单位的类型、层次、专业性质、人员状况等因素，制定全省事业单位专业技术职务结构比例指导意见，并根据事业开展需要和不同专业的人才需求，对专业技术岗位职数进行宏观调控。
    第六条  各级政府人事部门按照结构比例指导意见，负责审定本级所属事业单位的专业技术职务结构比例，指导本级所属事业单位做好专业技术岗位设置工作，并根据事业单位的不同类型，做好专业技术岗位职数动态管理。
    第七条  各单位要结合本单位工作任务，按照科学合理、精简效能的原那么设置岗位。设置岗位要依据以下原那么：
