四、考核方法和主要内容
　　应急管理工作考核实行量化评比，采取计分制。根据考核细则逐项对照计分，基础分为100分。考核结果分为优秀〔90分以上〕、合格〔80—89分〕、基本合格〔70—79分〕、不合格〔69分以下〕。
　　因应急管理工作不力或出现重大失误，被省厅局以上、市委市政府或市应急委通报批评的，考核结果按不达标处理；被市应急办通报批评的，考核结果降一个等级处理。
　　应急管理工作考核采取自我测评与实际检查相结合的方式进行。
每年10月下旬被考核单位组织自查，并将自查情况报市应急办。每年11—12月上旬，由市应急办牵头组织开展考核工作，并依据日常掌握情况和实地考核、抽查结果，提出考核意见，经市应急委审定同意后，以市政府办公室文件形式通报考核结果。考核的主要内容如下：
〔一〕组织体系建设情况
包括应急管理领导机构、办事机构、专项指挥部、专家组、应急救援队伍建设、落实应急管理行政领导责任制情况。
〔二〕应急预案体系建设情况
　　包括总体预案、专项预案、部门预案、大型活动应急预案、社会单元预案的编制、备案、演练和动态管理等情况。
　　〔三〕应急管理运行机制建设情况
