第四条　市城市管理局〔以下称城市供水主管部门〕主管本市的城市供水工作。
市水利、建设、卫生、物价、环保、工商、质监等部门应按照各自职责，协同做好城市供水管理工作。
第五条　城市供水事业应当纳入国民经济和社会发展计划。
城市供水工作实行开发水源与计划用水、节约用水相结合，保障供水与确保水质相结合的原则。
第二章　　城市供水水源
第六条　市人民政府应当组织水利、城市规划、城市供水和国土资源等主管部门共同编制城市供水水源开发利用规划，作为城市供水发展规划的组成部分，纳入城市总体规划。
第七条　编制城市供水水源开发利用规划，应当坚持科学规划、合理利用、加强保护的原则，严格遵守以下规定：
