新型农村社区规划建设的相关问题探讨
摘要:随着社会的发展进步,建立新型农村社区建设逐步成为现阶段党和国家所关注的重点问题之一。科学合理的社会规划,不仅有利于农村经济的快速发展,而且有利于和谐社会的建立和全国经济的大发展,可谓意义重大。本文结合河南省规划建设新型农村社区的情况,详细探讨了新型农村社区规划建设的意义、问题和对策,并以新乡市为例,阐述了其取得的初步成效。

前言
所谓新型农村社区,是指打破原有的村庄界限,把两个或两个以上的自然村或行政村,经过统一规划,按照统一要求,在一定的期限内搬迁合并,组建成新的农民生产生活共同体,形成新的居住模式、公共服务管理模式和产业格局。新型农村社区建设是通过新社区建设,改变农民生产和生活方式,提高农民生活质量,加快缩小城乡差距,让农民享受到跟城里人一样的公共服务,过上像城里人一样的生活。河南省一直是走在全国新型农村规划建设的前列,做法得到中央有关部门领导和专家的肯定。河南省安阳市、郑州市、洛阳市、许昌市等省辖市也在积极探索适合当地特点的建设新型农村社区的路子,已经有了良好开端。总的看,建设新型农村社区已成为农村改革发展的大趋势之一。
