”。翻开十六大以来的重大会议那一次不提到干部教育。今年3月29日，中共中央发布的《干部教育培训工作条例》，《条例》第41条规定：“将干部教育培训情况作为干部考核的重要内容和任职、晋升的重要依据之一。”第51条规定：“干部弄虚作假获取学历和学位的，按照有关规定严肃处理。”《条例》由中组部负责落实，各省要制定实施办法。显示了中央对这项工作的重视。
（三）、现实要求我们不断的学习，提高学历层次
1、财政所人员上划。大家都是亲身经历的比我更清楚，大部分县都通过考试录用，再上划条件上提出干部身份和学历要求。有些财政所人员，在临上划时还找到我，问能不能办大专毕业证，我说不能，我们是正规的学校，不是满街画的卖证的，要有入学注册、学习过程、考试考核、毕业手续，所发的毕业证都是国家电子注册的，全国承认学历，在网上都可以查到，不卖假文凭。所以提醒我们的年轻干部要早动手，多学习，没有坏处。
2、公开招考公务员，领导职务的公开考试录用，都需要面试、笔试，文凭也是报名的必要条件。今年政府18个部门，录取30多名公务员，现在报名刚刚结束；及年初市政府公开选拔柘城县县长、科协主席等，都要求有知识、有学历。只有平常多学习，在关键时候才能用上。
人才资源是第一资源，人才资本是最大的资本，人才优势是最具有竞争力的优势。一个部门、一个单位，无论大小都需要提高干部素质。各位领导一定要重视干部教育和培训。

二、提高干部素质是财政工作的一项重要内容
加强干部教育、培训，提高干部素质，大家都在讲，但是这项工作是软指标，素质的高低是看不见摸不着的东西，不象财政收入、支出，今年比去年同期增长了多少，能一个数字反映出政绩。但是，从长远的工作和发展的角度考虑应该重视财政干部队伍素质的提高：
