3、富有特色，充满活力。党支部能定期组织党员开展政治理论学习，及时了解掌握党员思想状况和所思所求，做到党的活动经常化、规范化，体现单位特色，注重实际效果；至少每月召开一次支部党员大会、每季度组织一次党课教育、每半年召开一次组织生活会；积极开展各类评比竞赛活动，发挥典型的激励、示范和引导作用；认真落实党内关怀机制，在思想、工作和生活上关心爱护党员，帮助党员解决实际问题。
4、围绕中心，作用明显。紧密结合全县工作大局和本部门、本单位中心工作，合理安排部署党支部工作任务，做到年初有计划、半年有检查、年终有总结；组织党员围绕全县和本部门、本单位的工作，积极开展献计攻关、服务大局、争先创优等活动，按时完成上级党组织分配的各项工作任务；党支部在完成各项工作任务中作用明显，每年向上级党组织和全体党员报告一次工作，自觉接受党员群众评议和监督。
5、管理规范，档案完善。设立专本记录党支部工作和活动开展情况；定期考核党员参加党的活动情况，落实党员领导干部参加双重组织生活会制度；党支部重点工作责任到人，记载详实，解决问题有实例、有实效；发展党员坚持标准，程序规范，手续完备，保证质量；按时足额收缴党费并公布收缴情况；党员信息登记、入党积极分子档案等各类基础材料齐全，有专人保管。
