定补，一、二、三类村原则上每年分别按不少于3000元、2000元、1000元标准发放；探索村干部基本养老保险制度，连续任职10年以上的现任村支部书记和村委会主任纳入农村社会养老保险范畴，参保费由县财政补助60%；20年以上正常离职村干部享受财政固定岗位补贴，非正常离职的，不予补助。同时，我们也可探索建立村支部书记医疗、人身意外伤害保险等制度。积极推荐提名优秀村党支部书记作为各级党代会代表、人大代表、政协委员人选。
（二）加强队伍建设。
1、加强思想教育工作。以学习实践科学发展观和创先争优活动为契机，开拓思想政治建设的思路和方法，创新活动内容与方法，积极开展以学习《党章》为主要内容的理想信念和宗旨意识教育活动，不断加强党员的党性意识。依托村级活动场所和现代远程教育点等主要阵地，组织开展大规模培训党员工作。乡镇领导班子成员和村“两委”主要负责人每年至少参加一次县或县以上举办的集中培训，累计培训时间不少于7天；农村党员每年至少参加一次乡党委组织的党课。整合教育培训资源，创新培训模式，把农村党员、干部纳入重点培训对象。研究制定农村党员培训三年规划和年度计划，协调落实培训经费。
