【内容提要】
目前，在世界贸易逐步向全球化转化中，海运作为贸易主要的运输方式，在运输的过程 中船舶会对海洋环境出现直接的和间接的污染。对于海洋的污染集中体现在对海洋水域，以 及海洋上方大气的污染。 m\覆盖了地球表面的71%,是全球生命支 持系统的一个基本组成部分，也是资源的宝库，环境的重要调节器，同时也是为大宗物资提 供了最廉价最便捷的运输方式。交通运输方式中海运呈最强势，承担着80%以上的国际贸 易货物运输，但不断增加的世界商船总吨位、数量，给日益严峻的海洋环境质量带来了越来 越多的来自船舶污染的压力。鉴于此，处理船舶排污，防止船舶污染环境，采取各种行之有 效的措施，严格监控船舶对海洋环境的污染势在必行，以让船舶安全、有效地航行在清洁的 海洋上，促进人类社会可持续发展战略的实现。

[Abstract]： At present, in the world trade to the globalized transformation, the marine transportation takes the trade main transport mode gradually, the ships will present direct and the indirect pollution in transportation's process to the marine environment.
