、主任审批签字，并附村民理财小组、村民议事会会议记录。报账时首先由镇财政所工作人员对支出票据进行审核后，填写资金申报单，再经包片领导审核情况属实后，经主管农财办的领导审批前方可列支核算；明确结办时限就是镇财政所实行每周一报账制度，要求各村报账员对本村收支业务及时报账，对重大支出工程明确报账时限。镇财政所按照各村实际情况为各村预留500—1500元备用金，保证及时、准确、平安办理相关账务。
三是突出重点抓审计。针对近年来修建高速路、灾后重建和陕南移民搬迁等重点工作，由于耕地征用较多，土地补偿费的分配成为群众关注的热点。我们把这一工作作为管理的重点，对上级拨入的土地补偿费，由镇财政所提供村组银行账号，直接拨入银行；对可分配的土地补偿费，必须经村民大会通过，经75%村民同意后形成决议，决议由组长、村主任签字并附会议记录，方可分配。在新农村建设过程中，我们坚持“一事一议〞，加强监督，严把支出，使各村把资金用足用实。同时，按照村级换届工作要求，积极推行村干部离任审计制度，对各村原任干部遗留的财务及时进行审计核实，杜绝了突击花钱和资产流失现象的发生。审计中，由现任村党支部书记牵头组织召开村民会议，推举有威望、有正义感、原那么性强、懂财务的人员参加，公平公正，实事求是，保证审计的真实性。通过审计，使村组干部放下包袱，把更多的精力放在为群众办实事上。
