〔一〕应急处置定义
货物运输应急处置是对导致人员伤亡和健康危害，需要货物运输做出应急处置，从而最大限度地减少人员伤亡和降低对人员健康的危害程度。
〔二〕适用范围
本预案适用于货运处发生的事故或公司发出的应急救援支援指令的，需要公司各部门共同实施救援和处置的货物运输事故。
三、应急预案体系
〔一〕指挥组织
公司成立道路交通事故应急领导小组，领导小组负责组织实施道路交通事故的应急救援的指挥工作。按照“统一指挥、分工合作〞的原那么，明确职责与任务，开展道路交通事故救援的应对工作。
领导小组组成：
组 长：赵永夲
成 员：秦民、王帅、张杨、王楠、魏杨、宋建勋
〔二〕领导小组职责
负责事故预案的制定及预案演练，负责事故救援的人力和物力的调配和落实，负责评估应急救援行动及应急预案的有效性。
根据突发事故情况，小组组长或指派成员赶赴事故现场指导和协调有关救援工作。
四、报告程序
〔一〕报告内容
1、根本情况。事故及险情发生的时间、地点及事故现场情况；
