Along with the construction and the development of Yantai Food-Industry System, the question of planning & strategy of developing human resources at Yantai Food-Industry System is lifted to an important position. This article gets in touch with Yantai Food-Industry System’s actual circumstance, analyses three question of Yantai Food-Industry System’s human resources, and brings up the solution. These three problems are the aggregate demand, construction and fluxion Yantai Food-Industry System’s human resources. The exploitation and management of human resource in our country is later than the foreign countries, and most follow the theory system of developed countries, so there are some differences in the practice and application.
