三、学校、博物馆、图书馆、青〔少〕年宫、文化宫等内设停车场，原那么上不得收费，确需收费的，必须依法办理有关审批手续并实行政府定价管理。各类大型活动设立的临时停车场，对车辆看护管理需要收费时，须提前到有关部门办理临时审批手续。
四、制定或调整实行政府定价的机动车停放效劳收费标准，由经营单位或个人向价格主管部门提出申请，经价格主管部门审核确定；制定或调整实行市场调节价的机动车停放效劳收费标准，由经营单位或个人自行确定，并报价格主管部门备案前方可收费。未经价格主管部门审核或备案的，任何单位和个人一律不得擅自收取机动车停放效劳费。
五、申请制定或调整〔包括备案〕机动车停放效劳收费标准应向价格主管部门提出书面申请并提供以下材料：
1、政府行业主管部门批准设立机动车停车场的资质的原件和复印件；
2、工商营业执照原件和复印件；
3、税务登记证原件和复印件；
4、经批准设立的机动车停车场示意图；
