　　发动社会资源能力持续提升，经费来源日益多元化，政府购置效劳、企业赞助和捐助的比重也日益增加。2022、2022年全市社工机构获得购置效劳的经费分别到达5000多万元和7000多万元。“十一五〞期间，深圳市慈善会设立具有现代慈善捐赠运营模式的冠名基金14个，募集的慈善资金救助各类困难群体几十万人次。
　　“十一五〞期间，各类社会组织积极承当政府委托或剥离的公共效劳事项，提供多样化、专业化、个性化的公共效劳，有效地弥补了政府公共效劳的缺乏。行业协会提供了技术研发、质量检验、人员培训等公共技术平台，建立了方便民间往来、交流本行业信息和经验的公共交流合作平台，已成为开展经济贸易的重要渠道，制定产业政策的主要力量；民办非企业单位在教育、劳动、文化、体育、福利、社工等领域提供效劳，满足了社会群体的不同需求。

　　“十一五〞期间，社会组织通过发动组织志愿者参与各项社会公益活动，培育了市民公益意识和志愿精神；683家社区社会组织通过参与社区建设，较好承接社区的相关社会事务，满足了社区居民多层次的公共需求，同时通过组织社区居民积极参与，培养对社区的认同感、归属感、自治意识和参与意识。
　　社会组织参政议政表现突出，政治地位不断提高。在2022年的换届中，4名社会组织专职工作人员中选市党代表，5名中选市人大代表，10名中选市政协委员，有社会组织背景的代表委员人数达221名，成为传递群众呼声和反映群众诉求的代言人。
　　
　　“十一五〞期间，我市大局部社会组织内部治理结构日益标准：开展了法人治理建设，不断完善组织章程和治理结构，通过差额选举的方式产生决策机构，通过民主的方式决定重要事务；建立了人、财、物等内部管理制度，做到及时、准确、完整地编制财务收支情况和财务预决算报告。
