1、蒋共放对雷武柏同志的批评意见：
(1)在位不在职，没有履行村主任的行政职责。如，今年6月，你与群众代表到钟双喜承包的林场商处承包事宜时，发现承包商超越边界，多砍了树木，当时就可以要求罚款的，你不表态，不处理。你作为村干部带了群众代表去处理问题，就应该及时把事情处理好，不要留尾巴。
(2)有的工作不专一。工作中一些重要事情没有做好，做到位。比方，村级账目一直都没有流水账，也没有做相应的记录。有时候审批开支发票，做老好人。我们村里搞的事情多，如果你这个当家的不管好家，那以后的工作就很难开展。
(3)有的工作方法简单粗暴。在处理涉及群众问题时，方法过于简单，态度粗暴。如，今年3月7日，你发现蒋乙春到村集体林场挖春笋，一找到他，就将他大骂一顿，没有耐心的和他讲道理。做群众工作动不动就开口批评，那不能让老百姓真正信服的。
