一 我国行政事业单位国有资产管理存在的问题
(一)资产配置不公
由于缺乏公平合理的、有约束力的国有资产配置和定额标准，以及资产购置资金来源的多样性，目前我国行政事业单位国有资产的随意购置和重复购置现象比较普遍，导致资产配置不公平，各行政事业单位所承担的任务与所占用的资产不合理，各单位之间的资产配备不公平。如房产、公务车等的现象在各地区、各部门十分普遍，也是目前国有资产管理中比较突出的问题。
(二)资产使用效率低下
行政事业性国有资产是在非生产流通领域占用的、不投或不直接投入到生产经营活动中去的资产，具有配置领域非生产性、使用目的服务性、资产使用无偿性等特点。正是由于行政事业性国有资产占用上的免费性，使许多单位完全不考虑资产的使用效率，资产低效使用的问题一直都很严重，普遍存在“重钱轻物、重购轻管”的思想，加之受传统计划管理体制的影响，资产被人为地分割在各部门封闭式运行，而不能随事业的发展变化作相应流动，致使资产闲置与短缺并存，资金的紧张困难与低效使用同在。
（三）“非转经”管理不善
利益的驱动使单位加速行政事业性资产转为经营性资产的步伐，不仅增强了单位对国有资产尽可能多的占有欲望，而且由于分散管理运作“非转经”资产，加上体制方面的原因，在行政事业单位经费不足、工作人员工资收入不高、待遇偏低的情况下，存在大量的问题:一是

“非转经”后所有权虚位问题更加突出，投资收益和所有者权益容易造成流失。二是“非转经”的资产在运营过程中补偿严重不足。作为经营性资产，其价值补偿是在营运中不提或少提折旧，而所创收入，在财政体外循环。三是“非转经”后资产经营效益低下。“非转经”后财务监督滞后，大部分都没有按照国家规定的成本开支范围和标准执行。四是收益分配中严重向个人倾斜，在实际运作过程中,效益收入、租金收入均被提供这些非经营性资产的单位及其所属企业视为集体所有,甚至作为福利,进入单位的“小金库”，背离了“非转经”以弥补行政事业单位经费不足的初衷。
（四）账面资产与实物资产不相符 
在传统管理体制之下，大多数行政事业单位对折旧、不评估、不核算、
