第十一条 新建小区首期住宅专项维修资金，由开发建设单位在办理房屋初始登记时，按照住房和城乡建设主管部门测绘备案的建筑物总面积足额交存，并将资金分解到具体房号。房屋初始登记后，购房人应当向开发建设单位交纳该住宅专项维修资金，并到维修资金管理机构办理过户手续。
本办法实施前已办理房屋初始登记的小区并办理入住手续的住宅、非住宅业主凭开发建设单位开具的缴款通知单到维修资金管理机构交存住宅专项维修资金。尚未售出的房屋，由开发建设单位作为业主交存首期住宅专项维修资金。
第十二条 未按本办法第十一条规定交存住宅专项维修资金的，房屋产权产籍管理机构不得向开发建设单位办理房屋初始登记手续。
房屋产权产籍管理机构应当将住宅专项维修资金收据存入档案，对未按规定交存住宅专项维修资金的业主，不得办理产权登记和过户手续。对不属于交存住宅专项维修资金范围的房屋须经维修资金管理机构核准确认，并向房屋产权产籍管理机构出具确认通知单。
业主在办理房屋所有权过户手续前，维修资金管理机构应对其此前交存的住宅专项维修资金进行核准与过户。
第十三条 维修资金管理机构在收取住宅专项维修资金时，应当出具由省财政票据监管中心统一印制的《辽宁省住宅专项维修资金专用收据》。
第十四条 维修资金管理机构应当在所在地专户管理银行开立维修资金一级账户，用于住宅专项维修资金的归集与存储。
商品住宅、非住宅业主交存的住宅专项维修资金，以物业管理区域为单位设账，按房屋户门号设分户账；未划定物业管理区域的，以幢为单位设账，按房屋户门号设分户账。
从已售公有住房售房款中提取的住宅专项维修资金，按照售房单位设账
