加强幼儿园工会建设的意见

二、建立健全民办幼儿园的工会组织
各乡镇中心小学党支部、工会应发挥领导和指导的作用，积极取得当地党委的支持，形成“党委领导，行政支持，工会运作，各方配合”的工作格局，做好指导协调工作，做到边组建、边巩固、边发挥作用。

要按照“哪里有职工，哪里就必须建立工会组织”的原则，最大限度地把职工组织到工会中来的要求，凡经教育行政部门批准、依法注册登记的民办幼儿园，不论其规模大小，职工多少，都必须依法组建工会组织。
根据我县实际，各民办幼儿园应在中心小学党支部、工会的领导和指导下组建幼儿园工会小组，并由中心小学工会委员会统一管理并开展活动。中心小学党支部、工会委员会根据实际情况，适时组建“乡镇民办幼儿园工会联合会”。
中心小学党支部、工会委员会必须加强管理，对已经成立基层工会组织的民办幼儿园，根据属地管理的原则，在乡镇民办幼儿园工会联合会成立时，同时并入工会联合会，并开展工作和活动。
今后，对民办学校实施年度检查时，把民办幼儿园工会组织的设置情况作为检查的一项重要内容，并对成立一年仍未建立工会组织的民办幼儿园，暂缓资质登记和年审；在进行综合验收和评选先进民办幼儿园时，把是否依法建立工会，是否支持工会开展工作作为重要条件之一。各民办幼儿园应为工会组织办公和开展活动提供必要的设施和场所等物质条件。
各中心小学要根据上级总工会“工会组织全覆盖”的要求“加快组建，逐步规范，整体推进，不留空白”制定切实可行的组建计
