（二）监测点和网络实验室设置
根据监测目的，结合本市流感发病特征和防治实际工作情况，设置下列监测点开展流感(甲型H1N1流感)监测工作（附表1）。
1、选择具有一定规模门诊量和代表性的19所医院为国家级流感监测哨点，其中15家为综合性医院监测点，4家为儿童/儿科医院监测点。另选择12所综合性医院为市级流感监测哨点。
2、选择人口流动较大、人员较密集的百货商场、超市大卖场以及学校、幼托机构、养老院等12家集体单位为暴发疫情监测哨点。
3、选择9家大型禽类养殖场作为禽类从业人员流感样病例监测哨点。
4、在市、区县疾病预防控制中心等机构设置20家流感网络实验室。
（三）监测诊室设置
1、综合性医院在内科门诊、内科急诊、发热门诊、儿内科门诊和儿内科急诊开展流感样病例的监测。
2、儿童/儿科医院在儿内科门诊、儿内科急诊和/或发热门诊开展流感样病例监测。

3、如哨点医院内科（儿内科）门诊有细分科室，开展监测诊室应包括所有诊室。
（四）监测时间
本市所有监测哨点和网络实验室均开展全年流感监测。
（五）监测网络构成和职责
本市流感（甲型H1N1流感）监测网络由市、区县疾病预防控制中心、监测点医疗机构、集体单位和禽类养殖场组成。其职责分别是：
1、市疾病预防控制中心
（1）制订监测方案，确定本市流感监测点的布局，组织对全市流感监测点的专业技术人员的培训。
（2）负责全市流感监测数据的收集、整理，定期对监测系统的全部数据进行分析、反馈，掌握国内外流感动态，为制定流感防制措施提供科学依据。
（3）对监测点和区县疾病预防控制中心流感监测工作进行技术指导和督导。
（4）负责病毒分离与毒株的初步鉴定，负责流感血清学实验。
（5）组织开展监测工作质量控制与考核评估。
（6）负责每年对全市监测结果进行年度分析与总结。
2、区县疾病预防控制中心
（1）协助市疾病预防控制中心确定监测点，按照监测方案要求，配备必要的专业技术人员负责本区县流感监测点的管理、业务指导、工作检查和考核。
（2）负责区县医疗机构、集体单位和禽类养殖场监测报告专业人员培训工作。
