第四章 工程建设与管理
　　第七条 工程村所在县〔市、区〕要成立有县领导和相关部门主要领导参加的新农村建设领导小组，负责协调新农村建设工作的重大问题；领导小组办公室设在县开展改革部门，负责按照工程实施方案组织开展新农村建设工作。县〔市、区〕各相关部门要积极参与工程的建设和管理。
　　第八条 工程村所在县〔市、区〕结合工程村开展实际，根据新农村建设规划和省下达的年度投资方案，编制工程实施方案。新农村建设工程实施方案由市、州开展改革委审批，报省开展改革委备案。
　　第九条 新农村建设工程要严格按照批准的工程建设规模和内容组织实施，工程实施过程中如需调整，须报请原审批部门批准同意。未经批准，不得擅自改变工程的建设规模和内容。
　　第十条 工程建设资金在一县级领导小组办公室建立资金专帐，实行报账制，做到专款专用。工程建设资金使用情况向村民公开，接受群众监督。财政、纪检监察、审计等部门要加强资金使用检查、监督。
　　第十一条 各级开展改革委〔局〕要严格按照根本建设工程管理有关规定，切实加强新农村建设工程的跟踪检查和管理。
　　第十二条 对新农村建设工程中专业技术性较强的单项重点工程要委托县级以上具有相应资质的专业设计部门进行施工图设计。工程建设中，适宜群众实施的工程要组织群众施工，对涉及招投标或比选的工程按有关规定组织施工。
