　　(五) 以其他形式在户外设置悬挂、张贴的广告、门店招牌。
　　第四条 户外广告、门店招牌的设置坚持统一规划、统一审批、总量控制、有偿使用的原则。
　　第五条 临颍县建设局是全县户外广告、门店招牌设置管理工作的行政主管部门（以下称县户外广告、门店招牌设置管理部门）。主要职责是：
　　（一）根据城市总体规划，会同规划等有关部门编制县户外广告、门店招牌设置规划，并负责组织实施；
　　（二）负责户外广告、门店招牌设置申请的受理、审批和监督管理工作；
　　（三）对违法设置户外广告、门店招牌行为进行查处；
　　（四）接受违反本办法设置户外广告、门店招牌的投诉。
　　工商行政管理部门是户外广告、门店招牌经营者资格登记管理部门，依照相关规定，负责户外广告、门店招牌经营者的资格审核及广告、门店招牌内容的监督管理工作。
　　县规划、交通、公安、发展改革、财政等部门按照各自的职责，协同做好户外广告、门店招牌的设置管理工作。
第二章 设置条件
　　第六条 户外广告、门店招牌的设置必须符合城市规划的要求，与城市功能相适应，与周边建筑环境相协调，合理布局，规范设置。户外广告、门店招牌设置规划由县规划管理部门负责会同有关部门编制，由户外广告、门店招牌设置管理部门组织实施。
