摘要

进入 21 世纪以来京津冀区域经济一体化趋势日益明显一方面随着备战
奥运压力下出台的大北京经济圈的提出另一方面我国区域经济发展的热
点向环渤海地区的转移使具有巨大发展潜力的环渤海经济区域备受关注而
环渤海经济区域的形成和发展使京津冀区域经济一体化的实现迫在眉睫本文
是以如何推进京津冀一体化的实现进程为宗旨首先从发展极形成的效用
分析出发阐明实现京津冀一体化就是力图使之成为环渤海区域中的发展极
从而为一体化的实现寻求了理论依据和实践上的指导其次以一体化形成的基
础和条件分析为切入点阐述了京津冀实现一体化所具备的现实性条件和可行性
条件说明京津冀一体化具备现实可行性和必要性再次以寻求具有可操作性
的京津冀区域经济一体化的实现途径为目标构想了能够推进京津冀一体化实现
的途径

Abstract



Since entering 21st century, the trend of regional economic integration of Jing-
Jin -Ji is obvious day by day, on one hand , On one hand, the proposition that" the large
economy of Beijing is enclosed " under the pressure of the Olympic Games with
preparing for, On the other hand, the" focus" transformation to the area of the Bohai of
ring with regional economic development of our country, make the economic area of
the Bohai of ring with enormous development potentiality receive much concern, but
the forming and development of the economic area of the Bohai of ring , make the
realization of the integration of regional economics of Jing- Jin -Ji extremely urgent .
In this text we look the advance of the integrated realization process of Jing- Jin -Ji as
the aim, first of all, analyse the “developing area” utility that has been formed,
expound that the purpose of the realization of the integration of Jing- Jin -Ji ,is letting
them e the “developing area” of the region of the Bohai ring , then seek
theoretical foundation and guidance of practice for integrated realization. Secondly,
from the foundation and terms analyse as breakthrough point , explain the reality terms
and feasible terms which Jing- Jin -Ji integration needs , prove the Jing- Jin –Ji
integration has the realistic feasibility and necessity. Moreover , regard seeking the
