摘    要:
随着新型城镇化的不断推进, 解决中低收入人群的住房问题一直是政府解决民生问题的重点, 采用PPP模式融资建设公共租赁住房是一种重要的解决渠道。立足政府的服务性, 兼顾私营企业的盈利性和租户的经济可支付性, 需要权衡三方利益建立公租房租金的定价机制, 文章采用三方博弈的纳什均衡理论建立公租房租金的定价模型, 对政府、私营部门和租户的利益视角进行了研究, 报告了三方在不同视角下的积极和消极行为现状, 通过实例调查的研究方法, 展开对郑州市龙子湖地块投资、融资、租金的调查, 反映了不同区域、不同地段、不同地区的经济发展水平对公租房租金的定价影响问题, 取得了衡量不同情形下的租金定价模型成果, 同时也为公租房租金的定价机制提出可行性建议, 以期实现PPP模式得以顺利、健康、可持续运行的目的。

Abstract:
With the advancement of new urbanization, solving the housing problems of low-e populations have been is the key to solve the problem of the people's livelihood, the government adopts the model of PPP financing the solution of the construction of public rental housing is an important channel, based on the service of the government, both the profitability and the tenants of the private enterprise economic affordable, need to weigh the tripartite interests to build public housing rent pricing mechanism. This article, based on the Nash equilibrium of the tripartite game theory to establish the pricing model of public housing rents, interests view of government, the private sector, and tenants are studied, report the three sides of positive and negative behavior under different perspective, survey research methods, by instance of Zhengzhou city give lake land investment, financing, rent, reflects the different areas, different areas, economic development level in different areas of the influence brought to rent a house rent pricing problem, made to measure rent pricing model under different situation, and also puts forward feasible suggestions for rent rent pricing mechanism, in order to achieve the PPP mode, healthy and sust
