土族农村基层民主监督制度建设研究
摘 要
以村民自治为载体的土族农村基层民主政治发展,目前还存在着法制落实不到位,农村公共权力运行失范,制度建设滞后,村民参与不足等问题。
这些表象背后隐藏的其实是土族农村社会中错综复杂的政治、经济、文化、社会关系网络的深刻纠缠与互动。目前,经济发展滞后的土族农村,还不具备支撑农村基层民主政治发展完善的物质基础;民间组织欠发达以及村民文化素质偏低造成农村公民文化缺失,使土族农民在基层自治中缺乏主体意识;精英外流造成严重的人才匮乏是土族农村发展缓慢的关键因素,尤其是社会管理精英的缺失直接制约了土族农村基层民主政治的发展与完善。
解决土族农村村民自治中的问题是一项系统工程,应该以制度创新为核心, 为开展民主监督搭建平台。同时,围绕这个核心,依据土族农村经济发展和社会建设的需要为其补充大量紧缺人才。总之,土族农村基层民主监督制度建设, 制度创新是核心、经济发展是基础、社会建设是保障、人才补充是关键。

ABSTRACT
With the Villagers' Autonomy e the carrier of Tu Nationality Rurals Grassroots Democratic Political improvement, lack in legal implementation, runaway of rural Public Power running, lag of the Institutional Improvement and insufficiency of the villagers’ Political Participation are ing the problems on rural areas.
Hiding behind such phenomena, is the interaction and entanglement between the Political, Economic, Cultural, Social work of Tu Nationality Rurals society. At present, Tu Nationality Rurals are also in developing, so they not have sufficient material to support their rural Grassroots Democratic Political improvement; the NGOs undeveloped and the low level on cultural quality result in the lack of Civic Culture in rural, making the Tu nationality villagers lack of Subjective Consciousness in Grassroots Autonomy; Elite outflow is a key factor result in the slow development in the rural, especially the lack in Social Management Elite directly restricts the Grassroots Democratic Political improvement in the Tu Nationality Rurals.
It is a system that solving those problems in Tu Nationality Rurals Villagers' Autonomy. It should be taking the Institutional Innovation as the core, building the platform to carry out Democratic Supervision. At the same time, around this core, it should be adding a large number of Elites according to the Economic development and the needs of Social development in Tu Nationality Rur
