济社会发展到一定阶段的必然要求,随着社会主及改革开放的不断深入和城市现代化建设的迅速发生了深刻的变化。社会成员的“单位"属性逐“社会人",社会人口流动性加剧,迫切需要找到
首先,论文对城市社区管理模式的相关概念进行了界定。为了更好的体现社区的本质和特点,笔者将社区定义为:由居住在一定地域范围内人群组成的、具有相关利益和内在互动关系的地域性社会生活共同体。将社区管理界定为: 在一定社区内部的各种机构、团体或组织,为了维持社区的正常秩序,满足社
区居民物质生活、文化生活等特定需要,利用社区的人力、财力、物力资源而进行的一系列的自我管理或行政管理活动。而这种管理需要通过各种体制、手段、方式等要素来落实管理目标,这些要素的有机结合则称为社区管理模式。
其次,针对我国城市社区管理模式进行了分析。论文阐述了不同时期的社区发展与建设、城市社区管理模式的变迁。根据目前社区管理的现状,从社区管理活动的主体差异出发,将社区管理模式分为政府导向型管理、社区服务型管理、社区自治型三种类型。
最后,论文分析了呼和浩特社区管理的模式现状。根据对呼和浩特社区建
内蒙占人学硕十学位论文设现状的分析,提出了呼和浩特市社区管理模式的选择和完善途径。作者认为: 呼和浩特社区理想模式主要是对日本现行的“混合"模式和沈阳市春河区自治组织模式进行综合的修整,以政府主导与社区居民自治相结合为主导思想,针对政府指导层与社区自治层进行模式设计。社区管理主体由单一化(政府)转变为多元化(政府、社区组织、其它非营利组织、辖区单位、居民),社区建设要
由行政控制转为民主协商,组织体系由垂直科层结构转变为横向网络结构。管理与服务关系由依附与庇护关系转变为信任与互惠关系。
