agriculture,such as the slow pace of development,small scale,scattered distribution,low grade,a single mode of financing,the short industry chain,serious damage to the ecological environment the article analyzes the reasons:to lack the science plan and the guidance,to have not perfect the management and the surveillance system and the safeguard mechanism unreasonable the management pattern,The lower degree of the market,low participation of farmers and SO ,the paper thinks the geographical location,policy,technology,labor and capital investment and leisure agriculture are the main factors affecting the development of agricultural economy development in Lu’an under the assumption that other conditions unchanged,the paper studies the influence of leisure agriculture to agricultural economic development by using the gray correlation results shows:the leisure agriculture in a large extent promotes agricultural economic development,and the labor and capital investment strong effect on agriculture economic development.
Finally,according to the existing problems of the leisure agriculture in Lu’an city,from government and enterprise perspective,the paper puts forward a series of countermeasures:strengthening the leadership,scientific layout,and vigorously promote,
broadening the preferential benefits,optimizing the investment environment, formulating a unified norms and standards,improving the investment and financing system, cultivating leading enterprises,the constructing and improving Industry Association; seizing the opportunity,creating brand,enhancing petitiveness,innovating management mode,accelerating industrial upgrading and technological innovation, increasing the labor and capital investment,to carry out widely cooperation and
exploitation.
