截至到2005年底,中国通信市场用户数超过8亿用户,其中移动用户数超过4亿。2006年8月10日,中国移动市值一举超越沃达丰,成为全球市值最高的电信运营公司。目前,其网络规模和客户规模均居世界首位。
世界是不断变化的,尤其是在这个充满发展和变革的高新技术业。机遇总是随着变化而来,如何在这个快速发展和变化的时刻—3G时代--抓住机遇发展和壮大企业,需要我们仔细的研究和思考。
如何把握企业脉搏,深入全面了解企业商业活动,掌握企业组织运作模型,建立一个高效的管理方法和管理流程,同时提供一个完整稳定的企业创新链、提供链、服务链及管理链,提高企业核心竞争力已经成为各大运营商能否在不远的将来立于不败之地的根本。
电信管理论坛- Management Forum (TMF)早在1998年就提出了电信管理图(TMN)。随着这些年的不断完善,已经从当初的仅仅作为网管系统的标准扩展到今天的整个电信运营的指导模型-eTOM。该模型具有范围广,流程全紧跟世界发展的特点。现在eTOM已经成为业界的焦点,尤其是在电信企业,它已经逐渐成为电信企业管理的规范,成为业务管理,产品管理以及战略决策等关键领域的指导。
论文详细描述了eTOM的结构和具体内容及相关理论。同时结合实际情况分析哈尔滨移动公司管理及运营中存在的问题,从几个关键的角度入手分析问题并提出了相关的解决办法。
任何理论都不是万能的,虽然eTOM是一个国际化规范化的管理方法,但是中国市场又有其特殊性,两者要结合在一起,必然存在需要调整的地方文中也根据实际情况考虑到这一点,根据实际情况实事求是的进行了修改和加强。

ABSTRACT
By the end of 2005, China is the biggest market followed by more than 400M mobile subscribers, and on August 10 2006, has e the biggest operator with the biggest stock value---$130Billion.
Chances e together with the challenges, how to hold up the opportunities in this special time and enhance the ability of grasp the chances are what we need to carefully discuss and study.
How to define all the enterprise business activities process deeply and roundly, established the enterprise operational layout, build and carry out the new generate management method and service process, to supply a firmed enterprise platform of creative value chain, supply chain, service chain and management chain, to cultivate and enhance the petitive ability, have already e the key of the operators building up the advantage of petitive and occupy the high place of the market.
TMF- Management Forum has already bring out the eTOM model, it has the characteristics: wider process, broader scope and related with the world wide, now it has already e the focus of the discussion, especially in the mobile enterprise.
