摘要

中美两国自建交以来,双边关系都是当今世界最重要的关系之一。两国自建交以来,走过几十年的风风雨雨,时而晴朗时而阴沉,有过摩擦也有过友好。而在中美摩擦中最敏感、最核心的问题就是台湾问题,美对台的军售更是造成两国双边关系紧张的主要原因。台湾是中国领土中不可分割的一部分,台湾问题也是中国的内政问题,涉及到的是中国的核心利益。美国自苏联解体后,就成为唯一的超级大国,维持世界霸主地位是美国的国家利益。美对台军售历史悠久,既涉及到美国的全球利益也关乎中国的国家利益。

在两国双边关系的发展中,美对台军售就是反映两国关系的晴雨表,两国也曾由此通过艰难的谈判而达成《八?一七公报》,但都没能从根本上解决这个问题。中美同为大国,国家利益尤其是核心国家利益之比较,对越来越重要但又错综复杂的中美关系来说是一个重要的研究视角。本在第二部分重点对美台军事关系进行回顾以及分析中美双方所签订的《八?一七公报》对台军售的影响,在第三部分侧重分析美台军售对中国国家利益尤其核心利益所造成的影响。第四部分则进一步引发关于应对美台军售的中国思考,将美国对台军售与大陆解决台湾问题的方式挂钩,再从,东亚区域安全以及增加应对美衡的能力来分析,进而构建中美新型的大国关系。
