Abstract
With the acceleration of the urbanization process in China, the development of new towns and new districts has entered prehensive construction period. Shenzhen Qianhai district, a new area was reclaimed from the sea, which construction has caused great attention to government departments and munity's strong concern not only because that economic important responsibility on the Pearl River delta regional but also for the special role in Institutional mechanism innovation.
The new invitation of concept schemes for the Qianhai district has recruited all over the world and the government provided 5 billion RMB for the best one as a reward. And at last, the one named “Qianhai water city” which is featured by the water gallery won petition. The urban construction is a dynamic process, while the urban design is always a static process showed by paper-made blueprint. In the concrete construction process, how to arrange project construction sequence to the implementation of the urban design result, is the key issues to realize the goal and are always the ignorance for urban designer.
Urban operation theory has revealed that land can be managed as special merchandise and will pletely different numbers of e according to the different time it was transferred. The new city construction will need a lot of money in infrastructure construction. It should ensure good shape space as well as getting the biggest revenue from the land transferring progress, in which way can offer better conditions for new construction. And it is also the key concern of government.
Combine with the present way we do to determine the time sequence of construction, the method can be divided into two parts: functionally based and index based system. Based on the understanding of these two methods, I propound my own methods of time sequence for Qianhai district.
