启东市经济发展战略研究

摘要

江苏省启东市作为我国东部沿海的县级城市,改革开放以来,经济
发展迅速,多次荣获中国综合实力百强县市、全国首批小康县市等荣誉
称号。但由于长江天堑的阻隔,交通条件的不利,与苏南城市相比,启
东的发展速度还不快,经济运行质量还不高,接受上海辐射的能力较
弱。
随着近年来基础设施条件的改善,特别是连接上海、崇明、启东的
沪崇苏大通道的立项建设,启东的经济社会发展将迎来千载难逢的机
遇。在这样的机遇面前,启东必须认清形势、分析自身的优势和劣势,
未雨绸缪,及早规划,制定切实可行的发展战略,以差异化竞争,实现
启东经济的跨越式发展。
本文运用区域经济发展的相关理论,通过对启东经济发展的历史地
位、潜在优势、经济发展的特征与存在问题的深入剖析,同时借鉴新加
坡和江苏昆山的发展经验,提出在启东的交通条件即将获得改善的历史
性时刻,启东经济发展应该采取的战略以及实施该战略的路径和措施。

A STUDY ON QIDONG’S ECONOMIC

DEVELOPMENT STRATEGY




ABSTRACT



Qidong city of Jiangsu province, as one of the county level coastline cities
in eastern China, has achieved a great ess since the China government
adopted the opening policy in 1980s’.Qidong has been rewarded several titles
such as one of the top 100 cities for integrated abilities nationwide, one of the
first group of wealthy counties all over the country, etc. paring with
the cities in southern Jiangsu province, the pace of Qidong’s economic
development is still slower, the quality of economic operation is lower, and
the ability to absorb resources from shanghai is weaker. The key reason of
these problems is that Qidong is located in the north bank of Yangtze river
and the traffic connection to shanghai is inconvenient because there is no
bridge across it.
However, the infrastructure has been improved a lot in recent years. The
bridge which will connect shanghai with Chongming district of shanghai and
Qidong city has been approved by the center government in Nov. 2006. So
Qidong will be sure to face to the great opportunity to develop its’ economy.
It will be a great challenge for Qidong government to think over the
economic development trend, to analyses the advantage and shortage of itself,
to make up the down-to-earth strategy, so that Qidong can achieve its’
economic goal more stable and he
