摘要

随着社会主义市场经济体制向纵深发展,我国传统的财政预算制
度越来越不适应市场经济体制的要求。徐汇区从 2001 年起试编部门
预算,已有多年时间。经过几年的不懈努力,应该说近年来徐汇区预
算制度改革的作用还是比较明显的。预算制度改革从破题到推进,现
在已经进入到相对缓慢的发展阶段,改革从具体的方式方法创新走向
体制机制推进,要想再度深化面临一些瓶颈,需要进行深层次的研究
与探讨。
本文通过研究并有效揭示徐汇区预算管理的决策制度和支出控
制方法等方面存在的问题,并借鉴理论成果和国际经验,以期为徐汇
区政府预算制度体系的完善提出些具有可操作性的政策建议;实现政
府决策的前置性、协调性、集中性、合法性;有效发挥预算的指导、
控制、规范政府行为的积极作用。
本文共分六章,第一章主要表述了本文的研究背景、研究意义、
文献综述、研究方法及重点;第二章简单阐述了部门预算管理理论;
第三章则是对现在徐汇区部门预算管理的实践状况和成效做一展示
并归纳出了目前运行过程中存在的问题;第四章从深层次分析了问题

存在的原因;第五章简单介绍了国外编制预算的实践经验;第六章根
据上述分析对徐汇区的部门预算管理提出了建设性的意见。

——XUHUI DISTRICT OF SHANGHAI AS THE EXAMPLE
ABSTRACT

With the further development of socialist market economic
structure,the traditional fiscal budget system increasingly
mismatches the requirements of market economic system in
has been about many years of time that Xuhui District
has made the department budgets since 2001. After several years
of unremitting efforts, it should be said that the results of
the budget system reform in Xuhui District is quite obviously
in recent years. The reform of the budget system from breaking
title to promoting has now entered the relatively slow stage
of development. Now the concrete ways and means have been to
the promote innovation with the reform of budget. We’ll meet
a lot of bottlenecks with the progress of reform. And in this
article, the author researches and reveals the problems in
decision-making system and expending control methods, and then
use a lot of theory achievement and international experience
for reference, which is in order to support a lot of suggestions
